A new application window

HDB opened applications for 7,964 flats across seven projects on 4 November, closing on 11 November 2026. Applicants need a valid HFE letter and can select one flat type in one town. Selection uses a computer ballot. Our suggestion is to use the window to compare complete household plans. Put the chosen town, flat type, financing position and unresolved questions on one page before submitting.

Match the classification to your intended move

The Standard projects are Sembawang Anchor, Plantation Dew and Chencharu Acres. Bayshore Sails, Bayshore Oasis and Merpati Meadow are Plus projects. Toa Payoh Hillside is Prime. HDB sets subsidy recovery at 9% for the Bayshore projects, 8% for Merpati Meadow and 11% for Toa Payoh Hillside, based on the higher of resale price or valuation when sold after the 10-year MOP. Consider how long you expect the home to support your household. A future upgrade, a change in family size or a need to move nearer relatives belongs in that discussion alongside today's preferred address.

Build the budget around the actual flat

Our planning interpretation is to compare the selected flat's price with the funding you can use and the reserves you want to retain. Record the downpayment, loan, legal costs, renovation and furniture separately. Use your actual HFE figures when assessing grants and financing. A promotional starting price can help you begin a comparison, but the home you eventually select needs its own calculation. Try the BricksBlueprint planning calculators below with a comfortable monthly payment and a separate emergency buffer.

Check HFE access and keep a fallback calendar

HDB says its new HFE application e-Service pauses from 4 to 11 November and resumes on 12 November. Existing valid letters and processing of submitted applications are unaffected. If your current position leaves uncertainty, verify it through HDB before relying on this exercise. For your own planning, compare waiting for a new flat with a suitable resale alternative. Write down interim accommodation, rent, travel and renovation timing for both. Give each assumption a date so that you can revisit it when your circumstances change.

Rightsizers should compare the care package as well as the home

The launch includes 256 Community Care Apartments at Toa Payoh Hillside, with eligibility starting at 55. For a household considering this route, prepare questions about recurring service costs, support needs and proximity to family. Compare the full package with a conventional smaller home. Identify which expenses arise at purchase, which recur and how the arrangement would support daily routines. Use the linked rightsizing guide to organise the CPF and proceeds questions before choosing.

Bring the shortlist back to your household

Review the HFE preparation and Standard, Plus and Prime guides linked below, then check HDB's current project documents and application rates. For a second-timer household, connect the current home's sale and handover with the proposed next-home calendar. A Property Health Check with Nizam AR can help you organise your alternatives, financial buffers and questions. Bring the actual shortlist and financing documents so the discussion starts with your circumstances.
