What changed in July

HDB’s July 2026 announcement removed the 15-month wait-out requirement for private residential property owners and former owners buying a non-subsidised resale flat without an HDB housing loan. The distinction between that route and other purchase routes is essential. A broad statement that every private owner can immediately buy any HDB flat would be misleading.

What remained separate

The announcement retained the existing 30-month requirement for specified subsidised-flat, developer-EC, and HDB-loan routes. It also states that private owners must dispose of their Singapore and overseas private residential properties within six months of the HDB resale purchase’s completion. Read the official conditions and obtain an HFE assessment for your actual circumstances.

Our planning takeaway

A policy change can widen the options worth exploring without answering which option suits your household. First decide whether the move is intended to simplify daily life, change location, or improve financial flexibility. Those priorities help you assess whether a newly available route is useful rather than merely available.

Map the transition before committing

Put the sale, purchase, financing, and intended move-in dates on one timeline. Identify where you would live if one transaction takes longer than expected. Discuss the actual eligibility and disposal requirements with the relevant professionals, and keep the supporting documents together rather than relying on a headline or an informal summary.

Bring a focused question to the Health Check

Ask which purchase route applies to your household and what must be confirmed before making an offer. Share your broad housing goal and intended timing first. Detailed financial records can be reviewed through an appropriate process later; there is no need to put sensitive documents into the initial enquiry form.
