Two announcements, different implementation tests
URA and BCA announced stronger safeguards for buyers of uncompleted private homes on 30 October. Revised Housing Developers Rules take effect on 31 December 2026. A separate maximum maintenance-charge approval framework has a 1 June 2027 planning-application trigger. A purchase made in 2027 does not automatically fall under both.
Check the project's sales history before booking
The new prescribed Option to Purchase and Sale and Purchase Agreement apply to projects launched for sale on or after 31 December 2026, meaning no OTP was issued before that date. Earlier projects can continue with existing prescribed forms, subject to approved amendments. Changes include more detailed plans and disclosure of developers' CONQUAS track records. Ask your conveyancing solicitor which forms govern your purchase.
Maintenance charges follow a separate timetable
BCA's framework applies where the developer's application for planning permission is made on or after 1 June 2027. Qualifying projects must disclose approved maximum maintenance-charge rates before accepting booking fees and include them in sales documents. An upward revision requires written consent from all purchasers before the developer seeks approval. Ask the developer to confirm the applicable framework and rate for the actual project.
Avoid treating a disclosed maximum as a lifetime cap
BCA's FAQ explains that the MCST determines owners' contributions by ordinary resolution. The developer-stage framework should not be read as a permanent cap on all future ownership costs. Our budgeting suggestion: keep mortgage repayments, maintenance, utilities, insurance and a contingency as separate lines. Compare the comfortable monthly total rather than the purchase price alone.
The BricksBlueprint perspective
Keep dated plans and pre-booking information in your own comparison folder. Note unanswered questions about usable space, service areas and running costs before choosing a unit. For an HDB upgrader, connect this exercise with sale timing and interim accommodation. Use the planning calculators below, or bring the project details to a Property Health Check with Nizam AR. Your solicitor should explain the legal effect of the documents before you commit.
