The October data release

HDB’s 23 October 2026 update reported a Q3 Resale Price Index of 202.5, down 0.1% from Q2. Resale volume rose 19.5% quarter on quarter to 7,645 transactions. The price and volume measures describe different parts of the market; neither alone is a valuation of an individual flat.

Our interpretation: avoid a single-headline strategy

More transactions can coexist with a softer aggregate price index. That is a reason to examine the evidence relevant to your flat rather than choosing the most reassuring headline. A realistic selling discussion should focus on comparable homes, the property’s attributes, and the timing and conditions of the proposed transaction.

If you are selling to upgrade

Set an expected sale range and a more conservative planning scenario. Check how each affects your next purchase and the cash you retain. If the upgrade depends on achieving the very top of the range quickly, discuss alternatives before making an irreversible commitment on the private-property side.

If you are a resale buyer

Use the quieter index movement as context, not proof that every seller must accept a discount. Evaluate the particular home, your funding position, and the practical move-in arrangement. Keep a clear boundary on total cash outlay and unresolved checks so the negotiation remains connected to what your household can comfortably carry.

Use data to sharpen your questions

A Property Health Check can bring your current home and next-home options onto the same worksheet. Ask which comparable transactions are relevant, what assumptions remain uncertain, and what happens if the timeline changes. The goal is a plan that remains sensible beyond the next quarterly announcement.
